Moldovan cabinet amends decision on Fund for Energy Efficiency to de-block its operational work

Chisinau, 4 July /MOLDPRES/ - The cabinet of ministers today made amendments to the Fund for Energy Efficiency (FEE), in order to de-block the operational work of the institution. The draft is also aimed at optimizing the process of selection, assessment and financing by the Fund of projects in the energy efficiency sector and turning to good account the renewable energy sources.  

At the cabinet meeting, Economics and Infrastructure Minister Chiril Gaburici said that the draft provided for removing the institution of Manager from FEE. The Fund’s experience of working according to the model set in 2012 contains too difficult, bureaucratized procedures, doublings of activities of checking and expert examination, which led to the creation of a complicated administrative system.   

Moreover, the Court of Accounts suggested that the ministry, in the Report on the audit of performance of the Fund for Energy Efficiency, “revises the organizational structure of FEE and analyzes the way of integrating the position of Manager within it.” Following the amendments and completions made, the powers of the Fund’s Manager will be taken over by the Fund (its executive department), Committee on Investments and Administrative Board.    

The minister also informed that a number of 46 proposals of projects were on the Fund’s waiting list. The projects were accepted for financing by the Administrative Board, with an overall budget of 148 million lei, and their continuity and implementation is conditioned by FEE’s turning operational.   

The document also provides for the extension of the period of recovering the investments in energy efficiency projects from seven to 11 years.
