Moldovan government approves draft law on registry procedure of vehicles from Transnistrian region

Chisinau, 05 July /MOLDPRES/ – The Executive approved the draft law on registration of some means of transport at the meeting on 04 July, as to regulate registration mechanism of certain categories of motor vehicles in the eastern districts of Moldova and set normative framework for achievement of protocol "On participation within international road traffic of non – commercial vehicles from Transnistrian region", signed on 24 April 2018 at the level of political representatives in process of negotiations for the Transnistrian settlement.

According to the office for reintegration policy’s information and media communication service, given project objects are cars and trailers attached to them, motorcycles, mopeds and auxiliary motorcycles owned by individuals with permanent residence in administrative – territorial units on the left bank of Dniester and in Bender city and some categories of legal persons registered with competent authorities of Moldova.

The registration process of these means of transport will be carried out by the representatives of the Public Services Agency (ASP) in specialised points located in Rabnita and Tiraspol cities on basis of confirmatory documents attesting the person's domicile and ownership, together with a written declaration on their own responsibility to applicant as to the veracity of provided info.

These vehicles will obtain neutral model number plates and certificates, without paying import duties and mandatory payments established under Law of Fund of population support (FSP), by mandatory presentation of customs documents.

The provision of neutral plates shall be ensured as to allow for participation within international road traffic of mentioned categories of motor vehicles and avoid situations of abuse and evasion from payment of import rights related to means of transport introduced in Moldova, prohibiting movement on national roads of means of transport registered under the law in question and which are run by persons which have their domicile in another locality than in administrative – territorial units on left bank of the Dniester and Bender city.

According to provisions of point 17 of the Protocol Decision of 24 April 2018, the nominated registration mechanism is to be implemented starting 01 September 2018, and by the Moldovan authorities will resolve in a viable way the issue of motor vehicles from the Transnistrian region moving abroad, with their gradual connection to the national and international requirements in reference field.
