New law to regulate work of scientific, technological parks, innovation incubators in Moldova

Chisinau, 5 July /MOLDPRES/ - The work of the scientific and technological parks, as well as of innovation incubators from Moldova will be regulated by a new law, according to a cabinet decision due to be published in the Official Journal of Moldova (Monitorul Oficial).
Under the document, the scientific and technological parks, as well as the innovation incubators will be set up according to the government decision, based on the documents submitted by the founders. The draft extends the list of entities which can found scientific and technological parks and innovation incubators. Not only clusters will have this right, but also the central and local public authorities, higher education institutions.
The term of work of parks and incubators cannot be shorter than ten years, unlike the old law, which set that the period of work of the scientific and technological park should not exceed 25 years and of the innovation incubator – 15 years.
The creation and development of parks’ infrastructure will be financed from their development fund. The concerned fund will be made up of budgetary and private sources, sources allocated by the cluster’s members and founders, from sources earmarked by residents after the launch of mass production and services, worth from one to three per cent of the income got from the innovation production sold.
Innovation products based on the results of the research or transfer of technologies will be worked out and manufactured within the scientific and technological parks and innovation incubators, economic agents which are getting involved in the implementation of the results of the research and assimilation of new technologies will be backed, investments will be attracted to carry out projects on this segment. At the same time, decision-makers are willing to more actively involve small and medium-sized enterprises, as well as students, doctoral and post-doctoral students in the concerned activities.
