Moldovan government approves technical concept of Automated Information System, State Register of Public Procurement

Chisinau, 11 July /MOLDPRES/ - The cabinet of ministers today approved the technical concept of the Automated Information System, State Register of Public Procurement (MTender). The document provides for the implementation of an efficient and transparent electronic system of carrying out, record and control of public procurement in Moldova
At the meeting, Finance Minister Octavian Armasu said that the electronic public procurement decreases the governmental spending between 5 and 30 per cent, enhances the covering of opportunities of public procurement, which lead to the increase in the number of bids. Also, MTender will lead to the saving of essential resources needed to identify opportunities, placement of clarifications, typing, logistics, with the estimated savings ranging between 150 and 1,200 lei per one bidder per procedure of public procurement. The time of the procurement process in case of electronic public procurement is shortened by 20-40 per cent.
The strategy of development of the public procurement system provides for transition to the electronic communication of the entire process of public procurement, beginning with the planning of procedures to the fulfillment of contracts itself; this will lead to the reduction of the administrative burden for business and making substantial savings of funds, time and administrative capacity.
The present electronic public procurement system SIA RSAP is technologically obsolete and does not contain functionalities able to ensure the carrying out, in electronic form, of the entire process of public procurement and, at the same time, conceptually differs from the new system MTender.
Under the project, the MTender system will be interconnected with the treasury system and electronic services, such as Mconnect. MLog, e-Factura (eInvoice), MPass, MPay, Msign, MNotify, and will allow, in an online regime, managing the process of public procurement, issuance and circulation of the invoices related to contracts on public procurement and carrying out of payments.
The MTender system, starting from January 2017, has been piloted based on the technical cooperation with the European Bank for Reconstruction and Development, Moldova: Legislative Assistance for reformation of Electronic Procurement, and a memorandum for developing transparent and efficient electronic public procurement in Moldova. The testing in the phase of pilot project led to an increase in the number of participants in public procurement procedures and as a result, to the enhancement of the level of competitiveness , as well as to the increase in confidence among the small- and medium-sized enterprises in the process of public procurement, saving of financial resources, enhanced competition.
The concerned project implies the creation and implementation of a new electronic system of public procurement. It will be carried out at the expense of the European Commission based on a framework agreement between the government of Moldova and the European Commission on foreign assistance, signed in Brussels on 11 May 2006, and within the limits of the means earmarked by the Finance Ministry. The spending for maintaining the system will be covered from taxes paid by the economic operators participating in the public procurement procedures at providing bids and from the incomes coming from taxes levied for private enterprises, which launch tenders through the MTender System for their own needs.
