Procedure of setting up of scientific, technological parks to be simplified in Moldova

Chisinau, 4 October /MOLDPRES/ - The central and local public authorities, associations set up under association agreement and the higher education institutions will be able to found scientific and technological parks and innovation incubators. The parliament has adopted a draft law to this effect in the first reading.
Under the draft, the list of entities which can create scientific and technological parks and innovation incubators will be extended. Not only clusters, but also the central and local public authorities, associations set up under association agreement and the higher education institutions will have this right.
The state, through the central and local public authorities, will be able to provide for free of charge use public property real estate for the creation and development of the scientific and technological park and innovation incubator. At the same time, there will be cuts in the calculation of the payment for rental/lease and residents will be exempted from this payment in the first two years of work.
Innovation products will be worked out and manufactured at scientific and technological parks and innovation incubators, based on the results of the research or transfer of technologies, economic agents getting involved in the implementation of the results of the research and assimilation of new technologies will be backed and investments will be attracted for the carrying out of new projects.
The draft also sees the criteria of evaluation for implementation at parks or incubators, terms of implementation and conditions for their extension. The cases of withdrawal of the title of resident are established too.
