Quality of petrol, diesel imported to Moldova to be monitored, national data to be submitted to European Commission

Chisinau, 11 February /MOLDPRES/ - The quality of petrol and diesel imported to Moldova will be monitored by an inspection recognized by the Economics and Infrastructure Ministry (MEI) and the national data will be submitted to the European Commission. A report with national data on monitoring the quality of petrol and diesel will be published on MEI’s official webpage. These provisions are contained in a draft amendment and completion of government decisions, approved by the cabinet today.   

The document was worked out to implement the earlier amendments made to the law on oil products, which provide for the inoffensive character of the oil products for residents’ health, as well as the adjusting to the normative and legislative acts and international treaties Moldova is party to.    

The draft government decision partially transposes the European norms on the quality of petrol and diesel.

Under the draft, the oil products sold to consumers must meet the quality standards in force established in Moldova and the accompanying document which confirms the quality, compulsorily annexed to each wholesale consignment.  The quality of the oil products is confirmed by the quality certificate, the copy of which must be authenticated by the Stadardization and Metrology Department. The importer is obliged to release the copy of the compliance certificate, approved and sealed by the certification body, it issued to each wholesale buyer or retail seller, for each consignment separately.      

The government decision stipulates that the import and wholesale selling of oil products without certificates of origin and quality is banned. Presently, the import and sale are certified by the collection of samples in customs regime and subsequent release of the compliance certificate. At the same time, reference is made to the quality certificate, the copy of which is authenticated, which confirms the quality of products, but the procedure of which is not clear, the draft’s authors said.       

The draft also sees that the importer, carrier and wholesale seller are obliged to keep the registration of all quantities of petrol and diesel brought on market, as well as the inspection reports related to them, during at least one year. Also, the import, depositing and commercialization of petrol with lead tetraethyl are prohibited in Moldova. The import, depositing and sale of halogen absorbents and additives for fuels and oils are banned.
