Automated System of Supervision of Public and Road Safety to be implemented in public-private partnership in Moldova

Chisinau, 11 February /MOLDPRES/ - The Automated System of Supervision of the Public and Road Safety in Moldova is scheduled to be implemented in a public-private partnership. The government today approved the goals, conditions of the public-private partnership, in order to create this system and the general requirements as regards the selection of the private partner.
According to the draft, the rights and obligations related to the implementation and technical operation of the Automated System of Supervision of the Public and Road Safety are to be submitted to a private investor, which will make investments from its own sources in a period of six years after the date of the contract’s signing at the latest.
The feasibility study carried out shows that the overall sum of investments amounts to 21 million euros, which is to be attracted to implement the partnership and the optimum period for recovering the investment is 25 years, according to the Interior Ministry (MAI).
The investments made for the creation of the Automated System of Supervision of the Public and Road Safety is provided by the private partner, who transmits the system to the ownership of the public partner at the end of the public-private partnership contract. The private partner will recover its investment with the accumulations got from fines imposed as a result of the infringements recorded in the System, which will count separately from the money collected from the fines traditionally imposed by the General Police Inspectorate. The private partner will have 50 per cent of all revenues got as a result of the fines imposed.
The cabinet decision sees the organization by the Interior Ministry and holding of the public contest for the selection of the private partner, in a single phase. MAI will sign its public-private partnership contract with the private partner selected and will monitor the carrying out of the contractual obligations by the private partner.
The creation of the Automated System of Supervision of the Public and Road Safety in Moldova implies the setting of cameras for monitoring and video supervision in places of public interest, creation of the system of automatic registration of the infringements of the traffic regulations on Moldova’s roads, which will allow assessing the situational picture in the city and on the national roads in due time. Thus, sufficient volume of information will be provided, in order to promptly respond and intervene in the society’s incidents and problems, for instance, but which do not boil down to traffic jams and traffic incidents; emergency situations; street offences and terrorist acts.
