Thirty seven public services to be subjected to re-engineering in Moldova

Chisinau, 28 February /MOLDPRES/ - The public administration reform and the modernization of public services for the benefit of citizens are priority for the cabinet. The progress made and the next actions in this sector were considered at a first meeting in 2019 of the National Council for Public Administration Reform (CNRAP), chaired by Prime Minister Pavel Filip, the government’s communication and protocol department has reported.
The PM said that the CNRAP platform had proved to be efficient, when it comes to the monitoring and assessing the progress made in the implementation of the government’s policies in the public administration reform sector. “I think that the most important element in the public administration reform is the comfort of citizens. Therefore, through modernization and digitalization, we will bring the public services as close to citizens as possible. At the same time, we are set to cut the number of services. This means a true reform for the comfort of the citizens,” Pavel Filip said.
Following the inventorying, the participants in the meeting unveiled and approved the priority list of 37 public services due to be subjected to re-engineering on the next period. “Ever since I was information technology and communications minister, I used to knock at the door and explain what means, in fact, the electronic governance, as everybody understood this just as a mere digitization of processes and services. In fact, this is another approach of the governance, in general, as in the information age, the governance cannot be carried out classically on pyramid. The processes have a much higher speed; therefore, the governance must take place horizontally,” Pavel Filip stressed. The prime minister also said that, presently, the Electronic Governance Agency, which started the inventorying of the providers of public services, the list of services, information systems, so that the work is carried out on a single platform, was on the right way.
The participants in the CNRAP meeting presented also a programme on support for the public administration reform in Moldova, financed by EU. The programme is made up of three projects, launched in September-October 2018: Support for public administration reform process; strengthening professional capacities and motivating public administration employees and development of policies in the context of implementation of the Moldova-EU Association Agreement. The overall budget of the programme is of 6.6 million euros.
