Moldovan government approves technical concept of E-Integrity automated information system

Chisinau, 15 March /MOLDPRES/ - The declarations on wealth and personal interests will be submitted online. The launch of an electronic system of submitting declarations on wealth and personal interests and of verifying them will ensure the improvement of the transparency of the mechanism of submitting declarations, as well as the facilitation of the process of completing and checking them, carried out by the National Integrity Authority (ANI), according to the technical concept of the E-Integrity automated information system, approved by the cabinet today.

The annual collection of about 100,000 declarations on wealth and personal interests on paper implies high costs of digitalization (scanning), depositing, annual manipulation and maintenance, the draft’s authors have said.

The technical concept of the E-Integrity information system proposes, first of all, an information solution of electronic collection of declarations and secondly, of automated verification of declarations submitted by the re-utilization of external data sources from relevant state registers and of electronic management of cases of control of wealth.

E-Integrity, created with the support of the World Bank, represents an information system meant for the automated submission, archiving, checking and analyzing the declarations on wealth and personal interests, registration of interdictions for holding public offices or public official posts and subsequent management of these registrations, as well as for facilitating the electronic access of persons and institutions interested in information of public interest.

The goal of the E-Integrity automated information system is to create an electronic register of subjects of declarations on wealth and personal interests, state register of persons who are banned from holding public offices or public official offices, as well as to implement mechanisms of submitting declarations on wealth and personal interests, verify them.

The system will use governmental services on the platform MPass, MSign, MLog, MNotify and will be hosted by the governmental technological platform, MCloud.

The development, work and implementation of the E-Integrity automated information system will be ensured by the National Integrity Authority.
