Electronic application for preliminary declaration TIR-EPD modernised in Moldova

Chisinau, 02 April /MOLDPRES/ – The upgraded version of the electronic application for the TIR-Electronic Pre-Declaration (TIR) ​​of the International Union of Road Transport (IRU) is fully functional within the ASYCUDA World Information System of the Moldovan Customs Service (SVM) and is already used on large international cargo carriers. Since its entry into full operation, there have already been issued 230 pre-commercial electronic declarations on goods carried under the coverage of the TIR Card on 18 March 2019.

TIR-EPD is an application that allows TIR card holders to forward free of charge electronic pre-declarations to the customs authorities of the transit states. This exchange of info in advance facilitates risk analysis and accelerates crossing the border of transit countries.

Customs Director, Vitalie Vrabie, has said today at the TIR-EPD module that the new application will ease the work of both international freight forwarders and customs inspectors.

Interim Head of Economic Development Department of USAID Mission, Steven Welker, has said that a study in 2018 found that more than 90 per cent of the Moldovan foreign trade is shipped by trucks. The same study highlighted serious issues caused by delays at the border. "We are working to solve these problems. TIR-EPD is the first initiative that, we believe, will bring real and lasting improvements," said the source quoted.

The President of the International Carrier Association, Mihail Usatii, has said that the TIR-EPD application will allow carriers to move faster customs and saves time and money.

TIR-EPD is implemented in 35 countries in Europe and Asia.
