Process of issuing a building permit simplified in Moldova

Chisinau, 22 August /MOLDPRES/ – The process of obtaining the building permit will be reformed and simplified. The initiative was launched by the Ministry of Economy and Infrastructure (MEI) with the support of USAID Structural Reform Programme in Moldova.

The action would reduce the administrative burden and associated costs, both for applicants for authorisations and public and private institutions involved in the process.

The Secretary of State of MEI, Svetlana Dogotaru, has said that the reform will simplify the work of the authorisation applicants and exclude the bureaucratic part, which hinders activity.

In turn, the head of USAID Structural Reforms Programme in Moldova, Douglas Muir, has said that the field of construction must be strengthened by such reforms and initiatives, which is the simplest way for modernisation.

In March – May 2019, the experts of Programme, together with the City Hall of Chisinau and mayor's office of Cricova, elaborated the maps of processes related to obtaining the building permit, which is a starting point in subsequent activity of optimising respective processes.

The Parliamentary commission for culture, education, science, youth, sports and media approved the introduction of a one – year moratorium on building construction in Chisinau municipality.

In July 2019, the Government approved a draft law that provides for establishment of a moratorium on the authorisation and continuation of construction works in Chisinau municipality. The Minister of Economy and Infrastructure, Vadim Brinzan, said then that "in the field of construction, it is a total chaos" and that there are needed exact solutions to make order in it.
