Public services in electronic form to be provided as priority in Moldova

Chisinau, 20 October /MOLDPRES/ - The cabinet, at a today’s meeting, approved the law on the public services – a legislative first event of the kind in Moldova, which implies the providing of public services in electronic form as a priority, as well as the right of the public services’ beneficiary to ask for the providing of a service at any office of the provider of public services or at any multifunctional centre or unified centre for providing services, no matter where he/she has his residence, headquarters or residence visa.
According to the government’s communication and protocol department, among the innovative elements of the draft, the following are highlighted, in particular: clear defining of the notion of public services; regulation of the concept of life event; related public services associated with a fact of special importance for a private person or legal entity of private law; implementation of proactive public services, which will be provided from office, without need for beneficiaries to submit applications; providing of uniform requirements for the interaction of providers with the beneficiaries of public services.
A new approach in the providing of public services appears, according to the principle of omnichannelity, i.e. the servicing of the citizen through multiple channels of providing public services, at the consumer’s option. The adoption of the law on public services has to goal to transpose in the way of providing public services the principle only one time, the result of which is that the beneficiaries of public services supply data about oneself to the public authorities only one time and this data will be reusable and accessed by any provider of public services.
The approval of the concerned law will contribute to the modernization of this important field and will become one of the basic priorities of all state’s institutions which provide services, taking into account that the public services have a key role in the development of the modern society. The document was worked out in accordance with the best practices in the field, enforced internationally and comes from the commitments taken by Moldova in relations with the European Union’s institutions.
