Authorities found several irregularities in regional project implemented in Ialoveni

Chisinau, 25 October /MOLDPRES/- Representatives of the Ialoveni district administration and the Regional Development Agency (ADR) Center recently paid a post-implementation monitoring visit of the project to improve the cohesion of regional road infrastructure in Ruseștii Noi, Văsieni, Ulmu. Following the assessment of the impact of the project, it was established that it did not achieve several goals.
According to the conceptual note, by carrying out the project it was intended to improve the economic situation in the Central Development Region by strengthening the cohesion of road infrastructure. At the same time, the specific objective of the project was to stimulate the socio-economic development of the rural areas Ulmu, Văsieni, Ruseștii Noi, Horodca by modernizing the road infrastructure and creating the access road to the road E581 - Iași-Leușeni-Chișinău-Odessa.
The total amount of the project, according to the financing request, amounted to 66 million 386.82 thousand lei, and according to the updated estimate - 129 million 055.50 thousand lei. The financing of the project was from the sources of the National Fund for Regional Development (FNDR).
According to the project file and those reported by the participants in the visit, as well as the execution report, the project was not fully realized, being performed only the following activities: construction of the road Ulmu-E581 with a distance of 4.57 km - variant white (ordinary macadam); designing the modernization works of the district road (L464) that crosses the localities of Ruseștii Noi, Văsieni, Ulmu - M1.
Thus, the following planned results were not obtained within the project: the L-464R3 Ruseștii Noi-Ulmu road was not modernized; the construction of the Ulmu-E581 road (without asphalt pavement) has not been completed; the road maintenance technique was not procured.
"During the execution of the project, several situations arose that led to the non-execution of the works on time. Thus, due to the lack of ecological expertise of the road and the fact that some parts of the road did not fall within the boundaries of the local public administration, but belonged to a Fruit Society, the construction works were carried out with delays, and the executor refused to carry out the final works by laying the asphalt coating, motivating that the prices have changed ", explained sources from ADR Centru.
According to the confirmatory documents, the amount from FNDR was 5 million 701.03 thousand lei. This project was included in a regional plan, but did not obtain funding. Consequently, in order for the road to be practicable, the Ialoveni District Council allocated the amount of 2 million 936.94 thousand lei, and the respective road (white version) was put into operation. Subsequently, through the Good Roads program, asphalt bedding was installed on this route for a length of approximately 3 km.
"However, following the analysis of the impact on the target group, a radical socio-economic improvement was found: by creating new economic units in the area, facilitating the development of tourist routes (including ADR Center projects), creating opportunities for increased accessibility to strategic objectives of the country ”, concluded ADR Center.
In 2016, by Government Decision, the road section L464-R3-Ruseștii Noi-Văsieni-Ulmu was classified as a regional road and passed under the management of the State Road Administration.
